Meloni leads Italy’s right-wing Brothers while Rama heads Albania’s Socialist Party. Meloni struck a deal with Rama last year to send some migrants picked up at sea by Italy to detention centers in Albania. The centers are currently inactive due to legal challenges to the scheme. Italy, Albania and the United Arab Emirates signed a deal worth at least 1 billion euros ($1 billion) to build a sub-sea interconnection for renewable energy in the Adriatic.
