Kashmir’s religious head Mirwaiz Umar Farooq on Friday appeared before the parliamentary panel on the Waqf Amendment Bill. Expressing grave and deep concern over the proposed amendments to the Waqf Act, Patron of Jammu and Kashmir Muttahida Malis-e-Ulame (MMU) Mirwaiz Umar Farooq has said that the proposed changes pose a significant threat to the autonomy and functioning of the Waqf. . In a written submission to the Joint Parliamentary Committee on the proposed Waqf (Amendment) Bill, 2024, the MMU said the Collector has been given full power to change the nature of Waqf properties into government properties merely by passing orders.
Mirwaiz is also the president of the separatist group Hurriyat Conference. He said in the submission that the arbitrary powers given to the Collector in respect of both disputed and undisputed Waqf properties give him excessive control over them. The MMU, in its submission, said this action attempts to undermine the basic objective of the Waqf Act, which is to protect and preserve properties dedicated by members of the Muslim community for religious and charitable purposes. In his written submission before the committee, Mirwaiz criticized the proposed amendments to the Waqf Act as a violation of Muslim personal law, which he said is protected under Article 25 of the Indian Constitution. This is the first time Mirwaiz, who also heads the almost defunct separatist group Hurriyat Conference, has come out of the Kashmir Valley after the special status of the erstwhile Jammu and Kashmir state was revoked.
